Why is the Rise in Cost of Living a Shock?

The cost of living in Britain is rising beyond the means of millions of people. Food prices, energy prices, fuel prices, everything is going up and many incomes are going down, especially of those least able to absorb the costs. But none of this was unpredicted, so why is it coming as a shock to the general public?
